depends who you ask really,

alot of people have said hitler didn't move in his panzers because he wanted Britain to beg for peace, if he gunned them all down on the beach there was no chance of him being looked on kindly.  Getting all those troops home meant we could fight another day so a tactical withdrawal with minimal loss of life = success. 

My grandads brother, great uncle Jack was shot in the leg waiting for a boat home.    :(
