is this computer overkill ? with a R9-280 i actually downgraded from a I7-2600

R9-280 isn't great so I guess it would be fine, I think AH is stull pretty CPU dependent.

Well, the single core speed is well above the 3 GHz line Skuzzy once recommended, so that won't cause a bottleneck. The number of cores also allows for assigning background processes to other cores than those used by the game. However, you most likely won't see any difference compared to the i7-2600, they're both overkill for AH. So is the amount of RAM.
As Spikes said, the R9-280 is not the best but it almost doubles the benchmark scores of the one I use so it's quite good a performer for single monitor use.
What concerns me most is the power supply. If that's a server like it seems, what kind of a power supply do you have? The R9-280 needs a 8+6 pin dedicated power cord to run.

actually its my MAC PRO 5,1 running boot camp ... its got a 900 watt PSU and its actually running 6+6 power my other 280 runs 8+6 though .

How does one distinguish a game as CPU or GPU dependent?

AH3 is more GPU dependent than CPU dependent.
cav58d, the above statement centers around which component can make the most difference to the performance of the game.
If speeding the CPU gets the more performance than speeding the GPU, as it would have in AH2, then the game would be more CPU dependent.
If speeding the GPU gets more performance gain for the game than speeding the CPU, then the game is more GPU dependent, which is the case with AH3.
