Oops.  Guess you can't make a film from the tower.

DX9 patch 25 "flashing" (rather than "flickering").

Confirming after patch 26, DX11. In case you need the location of the first film:

190706,11996,500444,-8.9,-17.1,-93.7
sfma2016
FOV = 58.7

The second one is just half a minute later, filmed only because the flickering looked a little different from that angle.
