Title: Terrain Editor - 'Choose Tile Set'

On my traveling machine...
At patch 30, the TE is unable to 'Choose Tile Set' for PAC or MED terrain tile sets. Forcing it with defset.txt isn't working either.

try uninstalling and reinstalling
