So I been looking at the speed charts , compared couple planes to 190D , basically conclusion is most of the planes should not be able to run from a 190D at any alt... or on deck... example: check the 190d vs f4u-d
but in game I have been witness to just opposite so many times than I can keep count of ... so the question is how accurate are these speed charts ? is there any other factor in play such as ping or latency ?

The speed charts are very accurate, but they use specific loadouts, which you may or may not be using, which will impact the performance of the plane.

is there any chance to improve speed charts options to include load out options ?

If you fly a 190D all the time, make a chart for yourself.

Adjusting for loadout and weight would produce a gazillion of charts as every weight configuration would produce its own chart..
Also have in mind that even if plane A have a higher top speed than plane B doesn't mean its going to be faster in every situation. It takes very long time to accelerate up to top speed and if plane B starts with higher speed it can catch/outrun plane A before plane A has accelerated up to its top speed.
And a 20 mph speed advantage means that it will takes ~90 seconds to increase the gap between the planes with 800 meters. This means that even if you are a bit faster the guy on your 6 still have a minute or so to kill you before you have pulled out of gun range..

if you generate the charts on the spot instead of using pre-generated charts it wont...

You are going to be disappointed anyway, the F4U will still catch your Dora every now and then, no chart will change that. A slight advantage in speed or altitude is all that it needs. The charts will never tells you if your opponent have more E than you to start with...

The speed chart doesn't mean you can't go faster than it says just that eventually you will slow down or accelerate to that speed. I know this is obvious. What isn't always obvious is just how long it can take to accelerate or slow down.

I do know a LA7 on the deck won't catch a yak9u before his wep runs out if the yak9u had a few mph on him when the chase leveled out.
