There were some other skins, but the skinner(s) chose not to submit any images with them.

are skin updates no longer at the start of tours?

Always, unless they are not. :)

With the new system, I can release them faster than ever before due to the number of reduced steps.  With AH3, we can now install a new batch of skins without resetting the arenas.  That was the primary reason skins were being released at the start of a new tour.

What does the skin installer from the skins download page actually do?

It installs all of the skins.
