Also, cars have a long and storied tradition of being used as weapons by terrorist and militant groups.

Common as dirt in a lot of the world, relatively cheap, nondescript, easy to obtain, and does a lot of damage to a crowd.

Sounds like it hits just about every check box on the "will this make a good improvised weapon system?" list. Sure lethality leaves something to be desired, but not all weapons are meant to kill.

But more seriously, screw that guy. Definitely a terrorist in any reasonable definition of the word.
