Clipboard-> Options-> Graphic Detail-> GUI

In GUI what is the Fixed Sphere Size slider for. Moreover, what sphere size is it referring to?

Believe it is a VR setting,could be wrong though :uhoh

Yup VR setting. In VR they "hang" things, clipboard HUD info and such. The smaller the sphere the closer to your face they hang I believe.
