Title: Command of BB Taskforce not showing on Clipboard?

I brought up the clipboard to move a Battleship Taskforce and could not move it, even though nobody showed in command of the TF on my clipboard.

I logged out, closed and reopened AH and logged back in, thinking that might solve the problem.  Again, nobody showed in command of the TF and I could not move it.

I asked on Side channel and another player said they showed someone in command of it.  The "in command" player then acknowledged they released it and I could then move the BB TF.  However, at no time did anyone show in command of the TF on my clipboard.
