I thought all you did was export it as a signed raw file then import that file into the terrain editor.

Basic tutorial for creating then exporting a heightmap file in raw format. I believe you want to choose 16bit signed as the format when you export the file.

Ok imported the raw heightmap file but nothing happened... do I need to make a flat one piece land and then import heightfield.

No. Create a 4096 x 4096 height map. A 2048 will not work. Export it as a signed .raw file. Create a blank terrain in ahedit and import your raw file into your terrain. It will overwrite any existing elevation file.
