Title: Is this a bug? Battleship spawns

On BowlMA, BB 161 spawns at P24 as a rook BB, even if P24 is owned by another country.  Is this old news?  I just noticed it yesterday.

Sorry may bad Hitech. The BB port link is not to P24.
