Externals on the B-17 are primarily for ferrying aircraft long distance, isn't it?

I believe that's an early Navy PB1-W with the large early warning radar pod slung underneath. The DTs make some sense in the case as it wasn't being used for bombing, but long range radar patrolling. It didn't become operational until right after the war.

That’s probably what the small black lettering on the tail says as well as US NAVY or something similar.
