Title: Ban Cybro or Adjust ENY for Non Combatants

Gets old. Now we have 13 in flight, fewer than Knight and higher ENY. Granted HTC is desperate for subscriptions, stop making Bish pay for Cybro's. Ban him, add a vote kick, add more complex ENY algorithms, or watch subs dwindle.
