Title: Staged Missions: Naval/CV Support

With WO:P on the way, it would be nice to add Naval/CV support to the Staged Mission Editor.

Naval groups shouldn't have the same path finding/obstacle avoidance problems that GV would.

Based on HTC's naming of the res file, I think WarOP is the more appropriate shortening.
