what is the story on textures? Can we or can we NOT import other textures for use in designing maps????

If so, what are the pitfalls vis a vis distribution and "official" use??? I'm sure everyone has to be playing with the same files and the same textures, right?

And what was that deal I heard that a future edition of AH would allow 4 seasonal versions of each terrain? Is this true?

Yes you can edit the textures to your liking. They are included in TE 0.92.  

The textures are included in the terrain .ter file, so if you have the terrain, you will also have the new updated textures.  (http://bbs.hitechcreations.com/smf/Smileys/default/smile.gif)

You can see this "in action" in 10Bear's Luzon terrain.  (http://bbs.hitechcreations.com/smf/Smileys/default/smile.gif)
