Home key, arrows and page up and page down keys do not work to change positions.
I get a flash of the correct positions when home key is hit but won't stay.
worked before but can't figure what i did ?
replaces settings folder but still have same problem.
please advise.

Did you try rebooting your PC?

Did you add an "analog" view setup recently? Tying a mini stick, or slider to adjust a view will cause the error your describing

I did try to add an analog for left and right views but have since deleted.
can I fix this some how ?
should I delete game and re- download?

Sounds like you might have an axis mapped to head position. Check all your controller mappings.

Did that too at some point. The most radical thing to do is to rename your existing Settings folder and remap everything, no need to delete the rest of the game.
Before doing that, double check that you've saved the deleting of said setting. Then map it to the keyboard. If it's mapped correctly, you can try the Fix Key button or Clear the key and remap it.
Also, as FLS said, rebooting your PC may help. Adding to that, in Windows 10 pressing the Shift key while clicking shutdown and then starting normally will reset all stuck or corrupted settings making it a good old fashioned clean start.

ARE You using VR? That has its own settings and process of mapping views. TRI even has some quirks to reset head positions. I havent played AH3 with hat switch for 5 years...this sounds like a using VR/TIR thing?

Tks again!!

Glad you got it working. Did you redo the settings or use a copy of the old settings?
