If I pull my network cable, or am out in the boonies with no network connection, or if the HTC servers are down, then Offline Missions should still function if the map and mission are already downloaded.
I have tried testing by shutting off my network.
I get some error connecting to server as expected, then the clipboard comes up with Offline Missions enabled. However, trying to start one I I know is downloaded, causes CTD.
