Yes, it was until 1917. It also used to be part of Sweden about 1250-1809. Before that there's no written history apart from a letter from the Pope dated ~1170 to the Arch Bishop of Uppsala, Sweden, where Finland as an area was mentioned.
Equally one could say that the USA was part of at least Great Britain, France, Netherlands, Spain and Sweden. Interestingly Finland was part of the Swedish mainland at the same time so one could even say that USA was part of Finland... :devil
