Nope.  That's exactly what it looks like.

And that is only one constellation of them.  There will be hundreds of constellations in orbit, as it has been approved.  Enjoy, you folks wanted it.

They won't last long, North Korea needs something to shoot at - especially in low earth orbit.

From what I've read, they can only remain in orbit for less that 5 years...
