upgraded speed through spectrum internet now aces high wont play pc runs through net fine

Download and run the free version of PingPlotter - run it to show the route to IP address 47.190.53.220 - that's the MA. Ping plotter will show the individual hops your packets take to get there and where they are getting hung up.
You will most likely need to call your new ISP and report the problem, Ping Plotter will give you the facts behind your connection problem.

call spectrum, normally it's got something to do with a filter or something on the line. they're pretty good at fixing it.
also don't use their wifi router, buy your own. just get their modem or buy your own.
had the same problem when i first got it, they came, checked the line and fixed it.

Not to mention those times a person "decorates" a junction pole with their vehicle.

It's a Level 3 issue not a problem with his cable connections
What speed did you get their 1GB?
I have their basic 200×20 and it's more than enough

Or it might be his video card is not spinning if it has a fan. That can cause issues if the card is not working correctly. Try to open the case and check if your video card is working correctly.

Just a wild guess: Are you playing with a laptop with a dual video card system? The frame rates should not be affected by net speed, but using your CPU for running the game graphics may interfere with the game's net packages, making the Variance in Delay jump.

Similarly, how would any issue with Level3 affect his frame rates? Just out of curiosity I ran PingPlotter with AH in the background. Level3 Stockholm gave the expected high packet loss count and made the curve jump to orange, my total ping being 190 which is normal for this distance. The FPS was a solid 59 on a 60 Hz monitor and the Variance in Delay was basically flat on the centerline.

Spectrum can do nothing about level3. No point asking them about level3, I've been down that road. And if you call level3 engineering, they will backhandedly mock you thinking you don't know that they're mocking you.
For low frame rates you want to start with your computer. Can you post a dxdiag report?

How are your frame rates when you play offline in practice?
You would think they would be low then too if it is something in your machine and not a network issue

offline did it to. found that nvida updated to the newest driver. for some reason my machine did not like driver 496.49 WHQL at all
