I am trying to redownload this game, and after the initial installer, I am getting .23 mb/s with a 1 gigabyte fiber connection hardwired. Everything else, including steam, is downloading at 30-60 mb/s+. What is up with the download speeds? Are the servers just that slow or is there another way to download this game?

I downloaded it at 1Mb/s the other day - not great but reasonable.

Yes for some reason my gaming laptop really struggled with downloading the game where as my basic computer had no issue. I mean it was bad. At the 2 hr mark I said screw and got the game through Steam. Hated doing that for the business but it is what it is and I never tried again. Had zero issue through Steam all downloads were fast and smooth. Just helping share that it can be an issue for some out there. Enough to even deter a player in sure. When we want to play went to play right now not wait a long time and then have it mess up and start over.

I would have to disagree. In 2022, the download of a file that is less than 2GB should not take a half hour. Steam download was over 50 mb/s and didn't even take one minute.

Steam has thousands of content servers across the globe where people can download from. HTC has 1 server located in Texas. I don't think comparing them is fair whatsoever.
Glad you solved the problem though!

well it turns into a 30% loss in revenue when someone has to do that so whether fair or not thats what is happening with some people.

Very poor download speeds. I have not had to download it in a long time, so it's very surprising.

Yes, but HTC is still a company - and if I, as a regular citizen with a regular internet connection, can upload to my friend across the country from my personal computer at faster speeds than I can download a file from a company I pay monthly to, there is a problem. Even unpaid, show me any organization in 2022 that has similar download speeds. They aren't kind of slow, they are bordering dialup slow. Just saying! Constructive criticism. If you haven't had to download AH lately, as HTC probably has not, then they are probably unaware of the issues!
