I've been having a boat load of problems with the google play store on my windows 11pro PC!
I will try to install an app and it works and gets the job done. Many other times I try for a simple install of an app and this wonderful app will have a mind of its own! Herrs my PC specs. They aren't amazing for anything really bug the cost of a class at college can become and IS amazing!

Emulators are always tricky. Windows isn't Android and vice versa so some hit-and-miss is to expected. A Microsoft help forum thread from 2022 clearly stated that.

In that respect I though I've read that Windows 10 and 11 will work with some applications.
Through the Windows for android substem part of windows.

I use phone link and it works with the very few apps I use. There are other emulators but I'm skeptical of their legitimacy.

Yes that's what I read about that doesn't work for all apps.
