Unfortunately, it is going to probably get worse before it gets better.
SWBell uses Digex for thier transport. That is to say, because SWBell cannot get LD carrier status, they are forced to use a backbone provider for all thier network interconnects between cities.
Digex is probably worse than Sprint when it comes to network implementations. They have very poor peering with all the backbone providers. This is all been compounded by SWBell signing up DSL service without regard to the connections they have to the Internet, which is mostly Digex.
From the appearance of things, it looks like SWBell is trying to build out a network much like the cable companies network. A pretty much private network with gateways to the Internet.

Okay, did some more research, it appears, at least today anyway, Digex is completely choked at the following peer points, Savvis, Sprint, BBNPlanet and UUNet.
I stopped are UUNet, so there may be more.
As to why, I could only speculate. As to when they will fix it, I could only speculate that as well. They do not admit to any problems with thier network when I called them. Of course, when I asked about the gateway points, all I got was a "hmmmm, how about that".
While I have never directly said this, I think I should.
For any given 24 hour period of time, there will be problems somewhere on the Internet and it will effect someones connection to the server, or to any server for that matter. That is just the way it is. Now, if the problems become chronic, then a hard look at the problem is in order.
