The CIA had given money to safeweb to support its activities. IT used to be that you could use safeweb for free, as a completely anonymous proxy. Think of a site like http://www.anonymizer.com, only with superfast access and encryption from your FE to their site, for free.
Pretty smart idea: we export secure encryption protocols to the world, then we let people connect to a site that encypts net traffic. In some countries (CHINA CHINA CHINA) where the government monitors (and controls) what news sources its citizens access via the web, safeweb effectively provided a way to bypass Big Brother.
The CIA stopped funding Safeweb about the time our government decided to increase its invasive monitoring of citizens.

Now the FBI and CIA have suddenly discovered conflicting roles inside cyberspace.
The FBI recently was forced to reveal another part of its Cyber-Knight project, an effort by the agency to monitor all Internet communications.
Apparently the FBI made them back off.
This is pure big brotherism. The simplest of codes could defeat this spying, for the bad guys. It is just a way for the govermentto spy on its citizens.
