It looks like a 37 or 40 mm anti tank gun.

More specifically, it is a US M3 37mm Anti-tank gun.  They might as well have been trying to knock out German tanks by pissing on them, as effective as this gun was against them.

It looks from the photo that this might have been the Pacific theater. It that case the 37mm was adequate for the Japanese tanks. You are quite correct about the German armor, at least after 1943.
