Title: My framerate took a hit with 1.09, is there anything I can do?

My framerate dropped from the 40's into the 20's with 1.09.  I know the best solution would be a new pc but is there anything I can do in the meantime?
Dell Optiplex GX1 with Pentium III- 450 mhz.  WIN98SE.
384 mb RAM.  GeForce 2 Mx100/200 PCI video card with 32 mb RAM.  Hard drive has 6 gig free out of 12 gig.     Scanned, defrag'd recently.  Roadrunner cable modem connection.  When in AH, Control-I shows only using 12meg of 64 meg available memory?
