Title: HiTech, question on "Disable Strat" setting

I noticed this new arena setting in Setup.  What does setting this to "disable" do exactly?  Also, can I still adjust "rebuild time" in Arena Settings, and does it work with or without strat disabled?  Very important I know before this weekend.  It will affect our BoB set up in the CT. I need to be able to set the rebuild time for field ack and objects to 20 minutes.  If this is still possible to do, what value do I use in the "Rebuild time" setting to equal 20 minutes?  Thanks in advance.
