Title: changing perk values

I noticed a few of the perk values changed.. is this permanent?

IE the f4u-c is now 10 instead of 8 (not a big change)

the typhoon is free now etc..

Yes, the values will stick until HTC decides to change them again.  They do this to balance play.  Example, if the 262 were not so high in cost, everyone and their brother would be a jet jockie.  I think most of the points are at a comfortable level and this helps keep those better late war planes from becoming the mainstay that would kill the fun for everyone...
