Nah, it gives Saddam an opportunity to starve his people a bit more. ("Due to you making me to enforce an embargo, my people suffering!") and Russia an excuse to increase it's output.
Russia, largely due to it's oil, is the quickest growing economy in the world...imagine if they'd learned that 50 years ago :P
