im not expert with bombs, but it looks like dud bomb which is disabled.

and on the other hand it looks like big arse artillery shell, but what would such thing do in middle of a town wheres civils walking on the streets.

The "ribbing" are the seals made probably of brass or some soft metal which cuts into inside of the barrel thus keeping the pressure behind the projectile.
