after long deliberations through my WW2 book ive decided its a Japanese Nakajima Ki-49 Donryu (Storm Dragon) heavy bomber

Yes a Block 174

The Ki-49 had more windows on the bottom of the nose than on the top. The lower scoops under the engine were also farther back on the nacelles.
