I use Corel9, It's a Vector program, It has CorelPaint with it. Corel paint is the program I use to create the tiles. IMO, it is pretty user friendly, but runs about $250.00 US.

If you decide to use Corel I can answer any questions regarding this program.

for bitmap-based graphics work (e.g. making tiles), Adobe Photoshop is the industry standard, used almost ubiquitously for professional work.  pricy though.

the equivalent for vector work is Adobe Illustrator.  also pricy but very very good.

lower down the price scale you may find Paint Shop Pro useful - it has many of Photoshop's features for about a quarter the price from memory.

hope that helps
