It's a flame thrower.

I used to have an old .32 cal break action five cylinder revolver.  Used black powder cartridges.  I think the flame comming out the muzzle went further than the bullet.

A bit underpowered, clunky handling but better than the semi-autos that replaced it.

Used by Japanese cavarly troops & Military police.
