New York is the only city that has won the World Series and the Stanley Cup in the same years.  ('28 and '32 I think).  Since there was no NBA back then, I would have to say the answer is no.

I don't think a city has ever won all sporting championships in the same decade.

If I remember correctly Pittsburgh had all three of their teams (Pirates, Steelers, Penguins) win Their respective conference championship in the same year (accually season, as only baseball starts and finishes in the same year), thereby getting the chance to play in the BIG GAME. Also if I remember right 2 of them won it all.  I think this occurred during the 80s when Pittsburgh added City of Champions as a tag line.  Coal miners don't play hoops??? :D
