That is a receiving antenae for the ground based relay for the AWACs updates, it also extends the range on your cell phone so you can order pizza when you get back.

Good answers one and all.

I'm pretty sure that is a directional antenna for navigation.  The radio operator would have been able to rotate it to determine the direction of a pair of transmitter stations in order to triangulate his position.

I believe that round antenna is a directional antenna like HFMudd did say but what I know is that those handles after that are blind-landing approach antennas.
