I use the pinacle studio that came free with some piece of hardware I bought once.  Its an OK program, but is very picky to the codecs it will edit with, although it will encode to any of them (ie I cant use Divx with the clips, but I can encode the movies I make with the clips in Divx).

It allows 2 audio tracks and a bunch of transitions.  There is a pro version, but I dont find a need for it.  As bundleware goes, its pretty nice, but I wouldnt pay much for it.
