Yes the T-10 should lock and the T9 not, I use it for WEP and also for bombing controls in my profile, I have it set up so you have to press T9 and then lock T10 to give you a norden view after pressing T6 to go to bombardier view (don't have them both tied to the same switch as I often like to sight the target out of the bombardier view on approach)
I used to have WEP on the throttle (one of the cooler features IMHO of being able to program an axis as analogue and digital at the same time) I took it off in the end because of what I was used to with other stick setups I had but if you want WEP on throttle then try this:
THR 5 1 (97 100) (/P WEP /R WEP)
This enables WEP at 97% of the throttle travel so you can either move your detent physically in the throttle or change the (97 100) part of the statement to move it further back down the throttle travel for instance (85 100)
