For example, if you have an ADSL card that got hung trying to connect with the mirror modem of your server. Happens to me several times.

mine hung up on the closing screen for months last summer. it didn't seem to really effect anything(other than anoy the hell outta me) I asked everybody on every bbs, tried changing many settings, called all the tech shops in town for advice and came up with nothing. most tech guys said they couldn't fix it, it's not that big of a deal, live with it.
then i formated to install a new vid-card and the problem went away

If you use Nortons antivirus try disabling the check A: drive on shutdown option, cured it for me.

maybe that was the problem with mine, I use norton and never thought of checking anti-virus settings

Hi Skurj,
Had exactly this problem on my Laptop, It turned out to be a driver not unloading and causing the system to hang.
Anyway...... Do this and the problem will go away
Right-click the Desktop and select New > Shortcut
In the Command line box, type:
RUNDLL.EXE user.exe,exitwindows
Click Next and assign your shortcut an appropriate name such as "Shut Down Windows"
To change the icon for your shortcut, right-click the shortcut, and select Change Icon. You can browse various .exe and .dll files in the \Windows\System folder for some icons. Try \Windows\System\shell32.dll
I have this added to my start menu works every time
Hope this helps

This may be to simple .. but it has cure a lot of simple problems with 98.
Restart while holding down the Ctrl key, upon entering the DOS screen .... choose item #5 and at the c prompt type scanreg /fix, when finished .. type win at the c prompt and it will take you back to windows.
fixes a lot of stuff for me

This has been happening on my Windows XP system for the last few weeks.... Using the power button to switch off would switch it back on as I released the button, therefore I usually just switch it off at the back, then switch it back on ready for when I want it on again. However, I seem to go through phases and last night it closed down OK, and probably will again for a few weeks before the hanging starts again.
