Does anyone here know how to use the Mailbox Manager in MS Exchange Server?

I have been searching through MS all day, and the only thing I can find is that it is included in service pack 3 and 4.

I have Service pack 4 installed, but cannot find the Mail Box manager.

i "think" it's a MMC add-in.
