I'm wondering if HTC have a timetable to introduce a way to simulate GCI with radar.

None that I know of. We have requested tower based radar several times. Not something they want to do, at least not in the past. We ask for a lot as CM's and I would say about 1/4 of what we request is put in after a few months. This has not been one of those items.

We will keep requesting it. :)

HT has told me more than once that you will never see a tower only option....period.  We can turn it all the way off or we can have it on, but tower-only is not something that he wants to code in.  Even for special events use.

seems like it would be almost trivial to code it
it's his game though :)
