Title: Reduced the number of fleets per side

Some adjustments:

Reduced the fleets on each side by removing 2 Convoy type fleets each.

This should reduce the number of fleets hanging offshore and putting up a flak barrage.

May reduce more by an additional Cruiser fleet per side.
