Divebombing is mostly guess work.  Using a sight willl only make it harder to learn to do.  Best thing to do is, just do a lot of divebombing, and get a feel for where your bombs will go.

If you practice in the Training Arean (TA), there is a green crosshair that follows you and indicates where your bombs will hit if you were to drop them.  You can use this along with Innominate's suggestion of alot of practicing to get a better feel.

The green crosshair is also available offline if you configure it under arena settings.  (Don't ask me which one of the options it is, I do most of my playing online and I'm not all that familiar with the Arena settings controls).

To use the tube sight..

Use the pgup, pgdn and the arrow keys to move your KEYPAD 8 View position.  This will permit you to line up the sight so that you can look through it.   and then hit F10 (all while holding KP8)

Now when you dive press kp 8 and you can sight thru the tube thing..

You can also just adjust the default position so you don't have to press a key when diving.  If you mess up or want to return to the default position, hit the HOME key and press F10 if you want to save it.

I divebomb by feel...  I use the point where the windshield meets the bottom of the frame or the engine cover whichever is higher as a reference.
