Title: Illuminated guns and cloud cover

I could bet this one was brought up before but ...

When under cloud cover illuminated gunsights are not as illuminated as they are when not under cloud cover. Is this right?

They woud have to be independent of the light source like muzzle flashes are.

Why does the gunsight change size when we get closer or farther away from it??
