Title: I need some Photoshop help with layers

OK here goes. I have an image (F4U Corsair) that a buddy of mine sent me and he wants me to rearrange some stuff within the picture.

My problem with Photoshop is that the picture has partial locking on the layers. I can rename the image/layer but that does not effect the partial lock. I want to know if there is a way to unlock that partial lock on the layer or am I screwed and need to start over from scratch.
