Is there a way to enable the clouds offline?

Set the layer/Move the clouds to a specific place such as over an air base or the like?

:)

I believe the clouds are part of the terrain and they are set by the terrain builder...but I am not totally positive on that.

The contents of the readme :

The Weather Editor allows users to design cloud fronts to be
used in Aces High arenas.  

The cloud fronts can used offline, in H2H, or built into a
terrain using the Aces High Terrain Editor.  The Terrain Editor
may be downloaded from http://www.hitechcreations.com/downloads.html.

To use the Weather Editor with the Terrain Editor, unzip AHCLDEDIT.ZIP
into the ../HTC/aheditor/ directory.

To use the Weather Editor offline or in H2H, unzip AHCLDEDIT.ZIP into
the ../HTC/AcesHigh/ directory.

Look at the Cldhelp.hlp for help using the Weather Editor.




I believe you can edit the offline format of the weather in any terrain you have in your terrains folder with this tool.
