There are a few things that you should be sure of:

1.  Load the Win2k Large Page file registry update.  I'll attach it here (this is only for Win2k).  You'll have to unzip it, just double click it and pick yes.

2.  Make sure you have Service Pack 2 or 3 loaded for win2k.

3.  Did you install the via chipset drivers (http://www.viahardware.com) after you loaded windows?

4.  Try Direct X 8.1b.

Ah, the old AMD 750 Irongate chipset.  There are drivers for it at http://www.amd.com that you should install.  (At least the AGP/Gart driver.)

If the problems persist, go into the bios and set the AGP speed to 1x.

I think I wrote something about this in HTC's Faq, but it's been over 2 years ago now...

Drivers are here:

http://www.amd.com/us-en/Processors/TechnicalResources/0,,30_182_871_2336,00.html

I would install that Windows 2000/XP AGP driver only.  Busmaster IDE drivers are typically more trouble than they're worth.

It could also be his power supply...
