The Ultimate WiG vehicle with a wingspan greater than 500ft. and a wing area larger than an acre: Aeronautical engineers claim that it will be able to fly 14,000 tons of cargo more than 10,000 miles. The Pelican will be designed to fly 50 feet above the ocean, using the buoyant aerodynamic effect of flying close to the water to provide its maximum economic range.

With regard to the WiG reference, I should state that the Boeing design is different then the majority of Russian WiG designs, with the possible exception of the early Bartini design. The Boeing design can also fly up to 20000 ft in altitude for when it would need to fly over land and also considering that the Boeing design only operates from land; i.e. it is not amphibious.

Of course, it doesn't necessarily mean we are going to catch up when you consider all of the WiG vehicle designs we saw from  the U.S. that never came to fruition during the late 70's and early 80's. At least, not any that we have been told about.

they have/had a slightly smaller one (400 tons), the Alekseev Lun, for coastal defense that carried ~ 6 large anti ship missles and did ~500 km/h...actually that would be a great way to get some nukes in under the radar
