"WASHINGTON (CNN) -- A bill creating a Department of Homeland Security moved closer to final passage Tuesday after the Senate voted 52-47 against an effort to strip out of the legislation what Democrats called seven "special-interest" provisions."
I dunno.. what exactly is the Dept of Homeland Security going to do differently that all of the other departments (FBI, NSA, etc) don't already do?

Its job will be to blame the FBI, NSA, TSA, and CIA for breaches in security.

no, not just usless it will spend upwards of $37billion/year...a bit over $1 per day per taxpayer, or about 3% increase of the federal budget...for that we'll get terrorism warnings put out for little or no reason other than to remind us all of how important it is.

I'll be the first to put down useless Gov't bureaucracies, but I don't believe in this day and age that this is one of those useless ones.

Although the creation of such an agency is needed the pork attached to creating it is just that.
Imagine if you will...
A drug company developes a vaccine for, say, anthrax. Under the unneuterd bill there would be no recourse for people to sue that manufacturer if that drug causes problems.
Sounds fair because were in a tight spot right?
Look at the whole picture and you'll see that IF that manufacturer doesn't have to worry about it's liability for their product then why on earth would they do all the testing necessary to be sure that the vaccine is safe? There is no incentive for them to spend the amount of money necessary to make sure they have a safe product...that is an over simplication to be sure but, IMO, it isn't too far out in left field to be beliveable.
There are other portions of this legislation that have some sort of pork attached which is truly sad. We need this agency and I find it extreemly shamefull that pork has to be attached to something so important.
SNAFU...as usual in D.C.

terrorism is too easy to do and nearly impossible to prevent - isreal has been proving that for decades. certain types of terrorism (hijacking) can be prevented, but terrorists just find another way to do dammage. the best way to prevent terrorism is not to make enemies. the best way to keep the US gov't from making enemies is to not give it enough $ to do so. republicans are not for small government, they just want to take the $ going to people who vote dem and redirect it to people who vote GOP.

Not a big fan of the new agency proposal. It seems those functions should already be covered. Maybe making the current agencies more effective would be better than adding another ineffective one.

My take on it is.... It's being created because the communication between the various agencies (FBI, CIA etc.) is sorely lacking. There seems to be a need for some central body that oversees them all and makes sure everyones playing nice with eachother.
On the otherhand it strikes me as bit kneejerk... a bit over the top. The title itself strikes me as extreme. And they will be the Department of The Buck Stops Here... and whoever helms it will on average probably have a career that spans about a year before he's ruined. You'd need to be insane to take that job... This department will become just as much of an informational and beauracratic cluster #@$# as the agencies it's supposed to oversee.
No question 9/11 sucked. I aint sure this is the answer... at least to this extent.
Does anyone know what the intelligence communty is saying about this, off record? Are they psyched about it or rolling their eyes? What's the climate?

of that were the case then there certainly should be quite a few heads rolling@CIA, FBI, FAA, INS, Whitehouse, etc...i havent heard of any...maybe when the new dept is up & running (probably around 2006)

i know three people who work at the CIA.

So what's your impression? Are they "Oh thank God there will finally be a whole entire department looking after things and everything will be swell"...... or are they "Uhm does this mean more paper work?"

We already have an institutions like SUPO (Security Police), KRP (National Bureau of Investigation) and LP (National Traffic Police) which are national units under command of Police Department of the Ministry of the Interior.
SUPO:
-prevent schemes and crimes that may endanger the established governmental and social order or the internal and external security of the State and to investigate such crimes. They must also maintain and develop general readiness to prevent actions that may endanger State security.
KRP:
-Prevent and investigate international, organized, professional, financial and other serious crime and to develop crime prevention and investigation methods.

-maintain public order and safety, carry out traffic control and surveillance, improve traffic safety, prevent crimes, and investigate crimes and other events that endanger public order and safety. The National Traffic Police also act as a police reserve.
From my POV it looks like you're creating another institute which is working in the same area with other agencies.
Anyway it's your dollars and easy way to put some people without a work back to business.
Not the most effective way to cut expensies but if it rocks your boat why not. Just be carefull what you tell to your neighbours :)

No no you have it all wrong. This government is all about individual freedoms. It's about personal accountability and smaller, less intrusive government. And less taxes which burden the common man. They are in office because the people rose up and said "Leave me alone!".
And the Republicans said "Fear not, we are here. We have arrived."

It kills me.... When people talk about Republicans being all about personal freedoms and smaller less intrusive governmet I just have no idea what the diddly they are talking about.
My understanding is that they want to give tax cuts and are all for gun rights.... but that's where I see the individual freedom thing end. What else?
We should try and do a checklist type thing sometime..... without any of the hyperbole....
Dems or Republicans.... Who really is about the individual? Which is really about personal freedoms? Who wants to meddle in your business and who doesn't?
Republicans are now..... without question...... in the driver's seat. It's going to be interesting which freedoms Americans gain and which freedoms Americans lose. Anyone want to wager on the balance?

Actually at this stage we are just merging a few dozen existing agencies with 170,000 employees into one department. Some of those employees will lose certain union rights - so at least theoretically a potential for improving efficiency exists here.

I think the Reps have set themselves up for a huge fall, though there wasn't anything else to do, can't sit by and do nothing - lose lose situation as it is IMPOSSIBLE to 100% prevent terrorism. You can minimize it but not eliminate it.
Within 24 hrs of next terrorist attack, the dems will be red faced screaming "I TOLD YA SO" with no plan or action of their own but blame and the dumb public will vote em in as the grass looks greener over there
I'd like'd to have seen the money go into GPS guided munitions

it things like this that make me think maybe Jr. & his people are in control of OBL. it dont think such an astute political bunch would voluntarily get into a risky situation. what they like is something more like iraq where they either get to 'stare down' or pound the toejam out of him. even if there are no more Al Q attacks in the US its a losing proposition for the bushies - they just end up looking like a bunch chicken littles - they only way they come out clean is if there is an attempt@terorism & they stop it....and that would be so hard to accomplish if they weren't orchestrating the attempt
