Title: Saitek x36F land vehicle problem

I have a Saitek X36f w/ X35T USB stick/throttle/rudder combo.  While everything works well in a aircraft or boat, the throttle will not raise a land vehicles rpm whether in gear or not.  I'm very new to this game so any help would be greatly appreciated.
