I am not trying to bash the French

but.............

Why is it ok for Chirac to send troops to the Ivory coast without UN approval or a major debate.....

Why didnt they need a UN resolution authorizing force ?

Because the Ivory Cost government asked them to. In fact french just added to the numbers - a few hundred soldiers were always stationed there since it was a french colony. It's not a military matter but bilateral agreement.

 Likewise, USA does not need a "UN resolution authorizing force" in order to keep some troops in England.
